The vent duct comes up outside the footprint of the concrete foundation slab. The outside end of the dryer vent ends in a curved PVC section, commonly called a “shepherd’s hook”. Over time this dryer vent had built up enough lint and moisture that a sludge of lint and water collected in the bottom, blocking the dryer vent duct!
